Hehehe, no, but I suppose Shevardnadze’d know. After all, it was in this way he and Yeltsin (if I remember my Russian history correctly) kickstarted the Russian democracy.

No, actually it is what the Russians themselves (i.e. Putin and his subordinates, and in extension the whole bureaucracy and the schools) call the Russian form of government, apparently.
A “Soveren Democracy” is, according to their definition, a democracy without any external influences. I.e. a democracy that can scoff at everyone else when they ask them why the hell they call their form of government a democracy, when it is in fact, as you so eloquently pointed out, a system where the people vote on whether or not they’re having a democracy and the result is they elect a guy to answer this for them.

Yeah , I figured that out myself with a little googling. Interesting concept. Utterly ludicrous in practice, but rather nice in theory, much like everything else related to democracy, so it’s in-theme, anyway, I’ll give’em that.
